The Federal False Claims Act (“the FCA”) is designed to encourage private citizens (“whistleblowers”) who uncover the knowing submission of a false or fraudulent claim to the United States Government or one of its agents to come forward by authorizing them to file a civil suit in the name of the United States, and reward them with a percentage of the recovery.
