Carruth Compliance Consulting (CCC), an Oregon-based third-party administrator, provides compliance and administrative services for 403(b) and 457(b) retirement savings plans, primarily serving public school districts and nonprofit organizations.

On December 19, 2024, Carruth Compliance Consulting experienced a cybersecurity breach that may have exposed sensitive personal, health, and financial information of current and former teachers, students, and employees from its contracted schools. Notification letters were sent to affected individuals on February 28, 2025. 

The incident impacted more than 36 schools, including Linn Benton Lincoln ESD (PA), Chemeketa Community College (OR), Linn Benton Community College (PA), Gladstone School District (OR), North Wasco County School District (OR), Lincoln County School District (CA), Southern Oregon Educational Services District (CA), Junction City School District (NY), Perrydale School District (CA), North Santiam School District (OR), Klamath County School District (OR), Jefferson School District (OR), and others.

Carruth Compliance Consulting has disclosed that more than 40,000 individuals were affected by its recent data breach. The compromised data includes individuals’ names, Social Security numbers, financial account information, driver’s license numbers, W-2 information, medical billing information, and tax filings.

The recent Carruth Compliance Consulting data breach is a serious matter that could inflict far-reaching consequences for those affected. The exposure of personally identifiable information, especially names and Social Security numbers, poses a significant risk of identity theft, such as criminals opening financial accounts, taking out loans, filing fraudulent tax returns, and obtaining government services in the victim’s name. Personally identifiable information can also be exposed on the Dark Web, which poses a serious threat toward the privacy and safety of many individuals. According to a recent FTC survey, the total cost of identity theft is nearly $50 billion per year, with victims losing an average of nearly $5,000 from the misuse of their personal and financial information. The exposure of protected medical information can pose an even greater danger of identity theft—such as obtaining medical services in the victim’s name, which will be charged to the victim. 

Current and former teachers, students, and employees of Carruth Compliance Consulting’s contracted schools have been exposed to a heightened risk of fraud and identity theft and must now closely monitor your financial accounts.
